1. INTRODUCTION

May 12th, 1986, MIIT approved that the MIIT PCB Quality Supervising Test Center was established by the fifteenth institute.
In 1987, Certification and Accreditation Administration of the People's Republic of China decided to establish the National Computer Quality Supervising Test Center (NCTC) in the fifteenth institute. State Commodity Inspection Bureau decided to establish the commodity inspection of computer laboratory in the fifteenth institute.
To keep up the National information industry development trends, NCTC found some testing institutions which are Machinery Electronics Industry Computer Room & Device Quality Supervising Test Center, MIIT IC Card Quality Supervising Test Center, National RFID Product Quality Supervising Test Center etc. They belong to one establishment and one quality assurance system.
Authorized by General Administration of Quality Supervision, Inspection and Quarantine of the Peoples Republic of China (AQSIQ),(CNAS),Ministry of Industry and Information Technology of the Peoples Republic of China ( MIITT) and National Gold Card Office, NCTC organizes to promoting the national industrial electronic information scientific and technical development.
In accordance with the rules and regulations developed by the National Committee for supervising Certification and Accreditation NCTC operates product quality certification, safety and EMC tests, to provide both trading sides with evidences for impartial assessment and assist the government in regulating marketing practice so as to promote trade and protect consumers' legitimate rights and interests.
NCTC provides the national professional test services about the products such as computers, computer peripherals, computer network equipments, fiscal cash registers, the second generation Identity card reading (verification) equipments, computer room equipment and engineering, printed circuit boards, electronic components, integrated network cabling, software, IC card and equipment, RFID and equipment, computer energy saving etc.

Dec 26, 2001, Beijing Zunguan Information Technology Products Quality inspection & Authentication Ltd. was founded that was approved by administrative bureau for industry and commerce. The change of legal entity form relying to independent lay a solid foundation for the further development of NCTC.
June 24, 2003, Beijing Zunguan Information Technology Products Quality inspection & Authentication Ltd. changed its name to Beijing Zunguan Science &Technology Ltd.

Beijing Zunguan Science &Technology Ltd. is a professional testing lab of China that is approbated by CNAS. The lab passes the metrological accreditation from CNCA and is authorized by AQSIQ and MIIT for testing.

TECHNICAL BACKGROUND

The technologically based company of NCTC is the 15th Institute of CETC. Since 1958, the 15th Institute had followed the development trend of computer technology and had undergone different of technical development stages as Vacuum Tubes, transistorized computer and integrated circuit computer etc.
The 15th Institute is not only the leader of national information systems design and construction, but also one of the largest systems integrators in China. Moreover, the 15th Institute provides series computer application system for national defense and economy building.
Years of practice have proved that the 15th Institute develops a professional and powerful technical group: 1,800 workers with 1,407 technical personnel, including 380 advanced levels, 531 intermediate level, 458 primary level; 185 with doctorate or master's degree.
